St. Lucie County, on the Treasure Coast, has two very different contractor licensing environments side by side. The county still issues local certificates of competency. The City of Port St. Lucie, the county's largest city, stopped accepting them in July 2025. Knowing which jurisdiction your job is in matters.

The county route
The county's Contractor Applications page offers a State Certified Registration filing for DBPR certificate holders, and applications for a Certificate of Competency, journeyman electrician and journeyman plumber under County Code Chapter 2-5, Article 1 ("Licensing and Examination of Construction Contractors"). It also has a form for requesting a letter of reciprocity and a complaint affidavit.
County code enforcement lists section 10-56 as a common violation: any person or company engaging in business as a contractor must have a certificate of competency, and "this is not the same as an Occupational License."
The Contractor Licensing office is on the first floor, southwest corner, of the County Administration Building, 2300 Virginia Avenue, Fort Pierce, FL 34982 (phone 772-462-1672). Its staff investigate unlicensed contractor complaints. Applications, permits and licensing run through the county's Tyler EnerGov Citizen Self Service portal.
The Contractor Licensing Board
The county's Contractor Licensing Board (CLB) was created by St. Lucie County Code 1982, 2-5-4, and Ordinance 92-04, to protect public health, safety and welfare through regulation of the construction and home improvement industries. It has ten members who must have lived in the county at least two years; each county commissioner appoints one.
The Port St. Lucie difference
The City of Port St. Lucie enforces contractor licensing under F.S. Chapter 489 and City Code Chapter 150.501. The city states that effective July 1, 2025, it no longer accepts Certificates of Competency as valid contractor licenses, and that under F.S. 489.117 contractors in the 489.105(3)(a)-(o) categories must be state registered or state certified. If you hold only a county card, register it with DBPR or become state certified before working in the city.
Business tax receipt
The county service directory sends business tax receipt applications to the St. Lucie County Tax Collector. Cities such as Port St. Lucie and Fort Pierce have their own requirements.
Coastal construction
St. Lucie County is on the Florida DEP list of counties with a Coastal Construction Control Line. Beachfront work seaward of the line can need a DEP CCCL permit in addition to the local permit.
Major cities
