How to Get a Contractor License in Santa Rosa County

Updated October 2026

Santa Rosa County, between Pensacola and Okaloosa County in the western Panhandle, has one rule that catches newcomers: every contractor registers with the county, whether licensed by the state or by Santa Rosa County. The county's homeowner guidance puts it plainly: "All contractors need to be registered with Santa Rosa County Building Inspections regardless of state or county license."

Certified vs registered in Santa Rosa County

The county's Licensing Division explains the two state paths: DBPR's CILB issues certified licenses that allow statewide contracting and registered licenses limited to particular cities or counties. Santa Rosa County sponsors testing for people who want a locally licensed (registered) license.

Credential Where it works Santa Rosa step
State certified (DBPR) Statewide Register the license with the county in MGO Connect
Santa Rosa competency card, then state registration Santa Rosa County (other jurisdictions may or may not recognize it) Pass two exams (trade and business), obtain the card, register with DBPR, renew biennially

Getting a local license

The county's "Becoming a Licensed Contractor" handout says Santa Rosa sponsors individuals who want to be locally licensed (registered) contractors. That license is recognized in Santa Rosa County for permitting and construction; other counties may recognize it, but you would have to ask them. To start, you must pass two examinations: one for your trade and one on business.

The county's licensing fee list includes:

Item Fee (county form)
Initial competency card $200.00
Biennial renewal, active $200.00
Biennial renewal, inactive $100.00
Test sponsorship $50.00
Letter of reciprocity $25.00

Competency cards, active and inactive, expire October 1 of every odd year. Renewals need a copy of your current state registration from DBPR, a current Florida business tax receipt if your company is located in Florida, and insurance certificates. Late renewals carry late fees.

Registering any license in MGO Connect

Registration happens online at mgoconnect.org: choose Florida, then the Santa Rosa County jurisdiction, then Contractor Registrations. If you already have an MGO account from another jurisdiction, use it. The county's electronic plan submittal guidance stresses that all contractors and private providers must register their license with Santa Rosa County even if they registered with another jurisdiction. Plans must be original PDFs from the design professional; scans of wet-sealed plans are not accepted.

The Licensing office is part of Development Services at 6051 Old Bagdad Highway, Suite 202, Milton, FL 32583, phone 850-981-7000.

Business tax receipt

The Santa Rosa County Tax Collector issues business tax receipts. They renew each year in August and September and are valid through September 30. New receipts can be issued any time; starting April 1, half-year fees apply. The Tax Collector may close a business that does not maintain a current receipt. Milton, Gulf Breeze and Jay may have their own requirements.
