How to Get a Contractor License in Osceola County

Updated October 2026

Osceola County sits south of Orlando. Its two cities are Kissimmee (the county seat) and St. Cloud. The Osceola County Building Office in Kissimmee handles permits for unincorporated Osceola County and keeps a contractor licensing section for registering licenses and issuing local competency cards.

Certified vs registered, the Osceola way

The county's own FAQ answers "How do I become a licensed contractor?" in two steps: first get licensed through DBPR at myfloridalicense.com, then register that license with Osceola County through the county's licensing process.

You hold What Osceola requires
State certified license (DBPR) Register with the county before permitting
State registered license based on an Osceola competency card Keep the county competency card current (renewal with insurance, workers' comp, bond and a copy of your state registration)

The county's Construction Industry Competency Card renewal notice asks registered card holders to send the renewal application with updated insurance, workers' compensation, a bond renewal and a copy of their state registration license. If your photo is not on file, you renew in person so staff can take your picture and issue the card. Mail goes to the Osceola County Building Office, 1 Courthouse Square, Suite 1400, Kissimmee, FL 34741.

Licensing questions (registering a contractor, updating licenses, comp cards and renewals, testing for a license, letters of reciprocity) go to the county's contractor licensing inbox, ContractorLicensing@osceola.org.

Pulling a permit

From the county's permit pages:

Local business tax receipt

The Osceola County Tax Collector issues the Local Business Tax Receipt under Osceola Code Chapter 13, Article II. Anyone providing goods or services, including sole proprietors and home-based businesses, needs one, and so does any for-profit LLC, corporation or fictitious name registered with the state. The Tax Collector's 2026 guide for new business owners states that all county LBTRs are a flat $30.00, prorated for new receipts after March 31. Kissimmee and St. Cloud may require their own city receipts.

Testing nearby

All state construction exams except one are computer-based at Pearson VUE sites. The exception is the plumbing trade knowledge exam, which DBPR gives on paper. DBPR's 2026 schedule lists every plumbing session in Kissimmee, at the Osceola Heritage Park Exhibition Building. See the plumbing license page for the rest of that path.
