Okeechobee County, on the north shore of Lake Okeechobee, has a small permitting operation with two details worth knowing before you work here: the county contracts with SAFEbuilt Florida, LLC to operate the Building Department, and it keeps its own Construction Industry Licensing Board.
Certified vs registered here
A state certified contractor holds a DBPR license good anywhere in Florida. A state registered contractor holds a DBPR registration that is good only where the contractor met local competency requirements (F.S. 489.117). Okeechobee County's Construction Industry Licensing Board reviews applications for sponsorship for trade exams, which is part of the local route to a registered license.
| Route | Exams | Where you can work |
|---|---|---|
| State certified | State trade exam plus Business and Finance | Statewide |
| Local competency, then state registration | Exams sponsored through the local board | Okeechobee County and other places that accept it |
The Construction Industry Licensing Board
According to the county, the board:
- reviews applications for sponsorship for trade exams;
- reviews complaints against contractors and imposes fines where appropriate;
- hears contractor appeals of citations for licensing and building code violations;
- recommends additional specialty contractor classifications, scopes of work and required experience.
Board members also sit as the Construction Board of Adjustments and Appeals, which rules on building code variance requests and appeals of the Building Official's decisions.
The county's contractor information form is headed "Okeechobee County Community Development, Construction Industry Licensing Board" at 1700 NW 9th Avenue, Suite A, and asks for license number, business details, qualifier information and an email address to associate with online permitting. In practice that is the registration step that links your license to the permitting system.
Building department
- Office: 1700 NW 9th Avenue, Suite A, Okeechobee, FL 34972. Office phone (863) 763-5548. Hours Monday to Friday, 8:00 a.m. to 4:30 p.m.
- Operator: SAFEbuilt Florida, LLC, under contract with the county. The Building Official is a SAFEbuilt employee.
- Online permitting: on June 23, 2025 the county replaced its TRAKiT and eTRAKiT systems with Tyler Technologies' Enterprise Permitting and Licensing suite. Contractors who used eTRAKiT need accounts in the new system.
- Submittals: since January 1, 2025, permit submittals cannot simply be dropped off; a Permit Technician first reviews the construction documents for sufficiency.
- Technology fee: since July 1, 2024, Community Development transactions carry a 5% technology fee on the transaction amount.
Business tax receipt
New applications for a county business tax receipt are available from the Community Development Department at the same 1700 NW 9th Avenue address; home businesses also complete an affidavit, and building, fire or health inspections may be required. Renewals go through the Okeechobee County Tax Collector. The county's code enforcement page states it directly: "A Business Tax Receipt is not a license to perform contracting work." The county says the City of Okeechobee is its only incorporated area; a business inside city limits should check the city's requirements too.
Which state license to pursue
Common categories for this mostly rural, agricultural county include the general contractor and residential contractor licenses, the roofing license, the HVAC license, the plumbing license and the electrical license.
