How to Get a Contractor License in Okaloosa County

Updated October 2026

Okaloosa County, in the western Panhandle, regulates contractors through its Department of Growth Management, which runs building permits and a Licensing Division. The county's rule is short: a person contracting in unincorporated Okaloosa County must hold a current competency card with Growth Management (County Ordinances 07-32 and 07-48). That applies to state certified contractors too, who get one by registering.

Certified, registered and the county competency card

Credential Issued by Scope
State certified license DBPR (CILB or ECLB) after state exams Statewide; still register with the county
State registered license DBPR, based on a local certificate of competency Only where local requirements are met
Okaloosa competency card Growth Management, approved by the Construction Competency Board Required to contract in unincorporated Okaloosa County

The Okaloosa County Construction Competency Board was created by Ordinance 07-32. Its stated purpose includes determining qualifications for, and authorizing, Certificates of Competency issued by Growth Management, and holding disciplinary hearings for card holders. It meets on the last Wednesday of every other month.

Registering a state certified license

Growth Management's registration checklist for state certified contractors (revised March 2026) asks for copies of:

Registrations, renewals and insurance certificates are submitted through the county's online permitting system. The Licensing Division lists its office phone as 850-651-7180.

State law supports this kind of registration but limits it. Under F.S. 489.113(4)(a), a certified contractor has to show the local official a current certificate and pay the usual business tax and permit fees, and nothing more in terms of competency.

Business tax receipt

The Okaloosa County Tax Collector issues county business tax receipts. The Tax Collector says anyone providing merchandise or services to the public, including one-person and home-based businesses, must have one. Receipts are eligible for renewal each July and are due by September 30. Businesses inside a city (the county has nine municipalities, including Crestview, Fort Walton Beach, Niceville, Valparaiso and Mary Esther) should also check the city's rules.

The county's own homeowner guidance makes a point worth repeating: an occupational license (BTR) "is not sufficient in the construction trades." A BTR is a tax receipt, not proof of competency.

Picking the state license

For statewide work, the usual starting points are the general contractor license, roofing license, HVAC license, plumbing license and electrical license. Every CILB category requires the Business and Finance exam.

FAQ

Does my state certified license let me work in Okaloosa County right away? It qualifies you, but you still have to register with Growth Management (license, BTR, insurance) before contracting in the unincorporated county.

Is a business tax receipt enough to do construction work? No. The county states that an occupational license is not sufficient in the construction trades. You need the state license or county competency card.

Who disciplines contractors locally? The Okaloosa County Construction Competency Board holds hearings for card holders under Ordinance 07-32.

Study for the state exam

A state certified license covers Okaloosa and every other county. The Florida Business & Finance Exam Prep course covers the B&F part that every CILB applicant must pass.
