Hamilton County is a small, rural county on the Georgia line. For contractors the key fact is simple: one county office handles permits and inspections for the whole county, including its three towns. If you hold a state certified license, you can work here; if you want a local (registered) license, you deal with the county's licensing board through the same office.
Certified or registered: the state side
Florida has two kinds of construction license. A certified contractor (license number starting with "C") passed the state exam and may contract anywhere in Florida. A registered contractor (number starting with "R") holds a local certificate of competency and may contract only in the jurisdictions where that local license is held (F.S. 489.105, F.S. 489.117). Every Division I and Division II certified license issued by the Construction Industry Licensing Board requires passing the state Business and Finance exam. Electrical and alarm licenses come from a separate board and use their own exam.
Who issues permits in Hamilton County
The Hamilton County Building Department is the permitting agency and provides inspection services for the county and for the towns of Jasper, Jennings and White Springs. There is no separate city building department to register with for work inside those towns. The department's page says it "also services the Construction Industries Licensing Board," the local board that handles county competency licensing.
The office is in the Sandlin Building, across the street from the Hamilton County Courthouse in Jasper. Check the department page for current hours and contact details before you visit.
Paperwork contractors should expect
| Item | What the county asks for |
|---|---|
| Subcontractor list | The Contractor Addendum lists the electrical, plumbing, HVAC and roofing subcontractors, with license numbers |
| Subcontractor signatures | Subcontractors must sign before the permit is issued and work begins |
| Notice of Commencement | The department notes that jobs over $5,000 need a filed Notice of Commencement, except HVAC, where the threshold is $15,000 |
| Trade permits | Separate applications for electrical, plumbing, HVAC, gas, roofing, pool, solar, window replacement and others |
The Notice of Commencement thresholds come from Florida's lien law. Our construction lien law guide explains how the notice fits into the lien process, which is also tested on the B&F exam.
Local conditions worth knowing
The department's page currently states that the county is under a moratorium on living in single-site RVs or campers and that no electric permits will be issued for RVs. If your work includes power service to an RV site, call the department first.
Business tax receipt
Local business tax receipts in Florida are sold by the county tax collector when the county levies the tax (F.S. 205.053). We could not confirm on an official Hamilton County page whether the county currently levies a business tax, so contact the Hamilton County Tax Collector in Jasper before you start work.

Hamilton County FAQ
Do I need a separate permit from the Town of Jasper or White Springs? No separate building department is involved. The county Building Department issues permits and inspects in Jasper, Jennings and White Springs. Zoning or town approval forms may still apply; the county lists an "Approval of Construction within City Limits" application.
Can a state certified roofer pull a permit here without a local license? Yes. A state certified license is valid in every Florida county. Expect to provide your license and insurance to the Building Department, and to be listed on the general contractor's addendum if you are a subcontractor.
Is there a local licensing board? The Building Department states that it services the Construction Industries Licensing Board. Contact the department for local competency (registered license) questions.
