How to Get a Contractor License in Gulf County

Updated October 2026

Gulf County, with Port St. Joe and Wewahitchka, is on the Panhandle coast between Bay and Franklin counties. Its Building Department handles plan review, permits, inspections and code enforcement countywide, and it is also in charge of the county's business license ordinance. Coastal wind and flood rules shape most projects here.

Certified vs. registered in Gulf County

A state certified contractor (license number starting with "C") passed the state exams and can contract anywhere in Florida without meeting local competency rules (F.S. 489.105). A state registered contractor (license number starting with "R") holds a local competency license and can contract only where that local license is recognized (F.S. 489.117).

The Building Department's permit applications ask for your Florida license number, so plan on holding a DBPR certificate or registration before you apply.

Building Department

The Gulf County Building Department is at 1000 Cecil G. Costin Sr. Blvd, Room 400, Port St. Joe. It has adopted the 2023 Florida Building Code, 8th Edition. Its commercial permit checklist shows what local plan review looks for:

Requirement on the county checklist What it means for contractors
Plans sealed by a Florida architect or engineer Sealed to the 2023 FBC
Plans sealed to meet a 140 mph wind zone Structural design and product selection for that wind speed
Window protection type (shutters or impact windows) if within 1 mile of the coast Opening protection on coastal projects
Flood zone (X, A, AE, VE) and elevation certificate in FEMA flood zones Elevation and flood-resistant construction
DEP Notice to Proceed and approved site plan if in DEP jurisdiction Coastal permits come first
Recorded Notice of Commencement From the Gulf County Clerk

Since January 1, 2025, per the department, septic permits are issued by the Florida Department of Environmental Protection rather than the county health department.

Business license ordinance

Gulf County adopted Business License Ordinance 2020-04 on July 1, 2020, creating a countywide local business tax. A Building Department notice says the receipts are "non-regulatory," and that businesses that do not require a DBPR license must register with the Building Department. If you hold a DBPR license, ask the Building Department how the ordinance applies to you.

County housing work

For SHIP and HHRP housing rehab projects, the county's 2023 contractor qualifications require an active DBPR certified or registered license, $300,000 public liability and $50,000 property damage coverage, workers' compensation, and a credit score of 660 or higher (or a $40,000 letter of credit plus a 14-hour financial responsibility course).

Coastal construction

Gulf is one of the Florida counties with a Coastal Construction Control Line per the Florida DEP. Work on Cape San Blas, Indian Pass and other Gulf beaches seaward of the line needs a DEP permit.

State license guides

The county steps above come after the state license. For the state side, start with the Florida licensing hub and the trade guides: general contractor, roofing, HVAC, plumbing and electrical. Every CILB construction license, Division I or II, requires the Business and Finance exam: 120 questions, 6.5 hours, 70% to pass. Pearson VUE exam performance reports show a 56% first-time pass rate statewide for that exam in 2025.
