How to Get a Contractor License in DeSoto County

Updated October 2026

DeSoto County, with Arcadia as its county seat, is an inland county in southwest Florida. Its Building Department keeps contractor registration simple for state certified contractors, and the county repealed its local business tax in 2016. The catch is that expired documents trigger automatic permit holds.

Certified vs. registered in DeSoto County

A state certified contractor (license number starting with "C") passed the state exams and can contract anywhere in Florida without meeting local competency rules (F.S. 489.105). A state registered contractor (license number starting with "R") holds a local competency license and can contract only where that local license is recognized (F.S. 489.117).

DeSoto County runs two tracks:

State certified Locally licensed / state registered
Form State Certified Contractor Registration Form Certificate of Competency Application
Fee "There is no fee for registration" Fees apply
Renewal Keep documents current License expires September 30 each year

Keep your documents current, or permits stop

The county warns that its permitting system "automatically places holds on contractor profiles with expired certifications." Those holds apply to every open permit you are listed on and block new applications and inspection scheduling. The system does not lift holds automatically. You must email the Building Department with the updated documents and a list of the affected permit numbers.

Practical advice: send renewed insurance certificates and license renewals before the old ones expire.

Authorizations

If anyone other than the qualifying license holder will apply for permits, receive job copies or schedule inspections, the license holder completes the county's Authorization Form. A separate Citizen Self-Service acknowledgment is required to use the online portal.

Private providers

DeSoto County requires private providers (private plan review and inspection under F.S. 553.791) to complete a one-time registration before starting work. Permit applicants using a private provider must submit the provider's affidavit and certified plans with the application.

Business tax

On October 25, 2016, the DeSoto County Board of County Commissioners passed Ordinance 2016-19, repealing the county Local Business Tax. The county said the tax did not cover program costs in three of the five preceding years. Businesses inside the City of Arcadia should check with the city about its own business tax.

State license guides

The county steps above come after the state license. For the state side, start with the Florida licensing hub and the trade guides: general contractor, roofing, HVAC, plumbing and electrical. Every CILB construction license, Division I or II, requires the Business and Finance exam: 120 questions, 6.5 hours, 70% to pass. Pearson VUE exam performance reports show a 56% first-time pass rate statewide for that exam in 2025.
