How to Get a Contractor License in Columbia County

Updated October 2026

Columbia County, with Lake City as its county seat, sits where I-75 meets I-10 in north Florida. Its Building Department administers a county certificate of competency for contractors and keeps a simple filing process for state certified contractors. Here is what the county publishes.

Certified vs. registered in Columbia County

A state certified contractor (license number starting with "C") passed the state exams and can contract anywhere in Florida without meeting local competency rules (F.S. 489.105). A state registered contractor (license number starting with "R") holds a local competency license and can contract only where that local license is recognized (F.S. 489.117).

Columbia County Code Section 26-81 makes it unlawful to carry on the trade of general, building, residential, sheet metal, roofing, A/C, mechanical, pool, electrical, plumbing, solar or specialty contractor in the county without a Columbia County certificate of competency. Section 26-82 makes the Columbia County Building Department responsible for reviewing qualifications, collecting fees and issuing certificates.

Filing a state certified license

For state certified contractors the county uses a one-page form: "With a valid Certified Contractors license the process for putting your license on file is simple." It asks for current (not expired) copies of:

Item Note
State license Certified, not registered; registered contractors use a different form
Business and license-holder phone numbers
Certificate of liability insurance
Workers' compensation certificate or exemption card With an exemption, also a Sunbiz "Detail by Entity Name" printout
Application fee $15; card payments by invoice add 3%

Registered contractors and reciprocity

State registered contractors file the Registered Contractor Application. To use a competency exam from another county, the county's reciprocity sheet (published 10/2025) requires:

The county notes that it "only honors Master license types, not journeyman licenses."

Business tax receipt

The Columbia County Tax Collector issues local business tax receipts on behalf of the Board of County Commissioners, which requires a local business tax for anyone providing merchandise or services to the public. Businesses inside Lake City or Fort White should also check with the city.

Building Department

The Building Department is at 135 NE Hernando Avenue, Lake City, with office hours Monday to Friday, 8:00 AM to 4:30 PM. Forms, including blanket and job-specific agent authorizations, are in the county's Building and Zoning document library.

State license guides

The county steps above come after the state license. For the state side, start with the Florida licensing hub and the trade guides: general contractor, roofing, HVAC, plumbing and electrical. Every CILB construction license, Division I or II, requires the Business and Finance exam: 120 questions, 6.5 hours, 70% to pass. Pearson VUE exam performance reports show a 56% first-time pass rate statewide for that exam in 2025.
