Ocala's Building division (Growth Management) is at 201 SE 3rd Street, 2nd floor. Business hours are 8 a.m. to 5 p.m., and the lobby is open 9 a.m. to 3 p.m. (352-629-8421, building@ocalafl.gov). It enforces the 2023 Florida Building Code and the 2020 National Electrical Code inside city limits. For the rest of Marion County, the county building department applies.
Registration has three tracks
The city's Contractor Registration page lists three forms:
| Form | For |
|---|---|
| Contractor Registration (State License) | State-certified or state-registered contractors |
| Specialty Service Registration (Not State Licensed) | Trades that do not require a state license |
| Letter of Authorization | Letting others act under the license |
eTRAKiT accounts are vetted first
Licensed contractors get their own eTRAKiT login to apply for permits, pay fees, schedule inspections and track status. When you create a contractor account, the city's disclaimer says you will be logged in, but you can't apply for permits until the city has vetted and approved the account. Expect to provide proof of license and insurance. Register before you need your first permit.
Rules that affect permit timing
From the city's One-Stop Permit Center:
- Subcontractors listed up front. Permit applications that include sub-trades must list all subcontractors. Master permits are not issued until every sub is identified.
- Impact fees. All new construction, renovation and change-of-use permits get impact fee review. City and county fees may both apply.
- Solar. Submit the OEU Solar Review Form and get it approved before you file the solar permit.
- Early starts. The Building Official may issue them at their discretion.
Business tax: a pending change
As of this writing, the city has posted an update. Ocala is considering an ordinance to eliminate Business Tax Receipt requirements and fees. The Planning and Zoning Commission hearing was set for September 14, with City Council final action expected by the end of October 2026. While it is under consideration, the city says business owners may defer BTR payments and no penalties will be assessed. Check the city's BTR page (352-629-8487, btr@ocalafl.gov) for the outcome.
Marion County repealed its county occupational license in 2006, so no county receipt is required. The county notes that the repeal doesn't change building department licensing requirements or city BTR rules.
FAQ
I created an eTRAKiT account. Why can't I apply for a permit? The city must vet and approve contractor accounts first. Submit your license and insurance documents.
Can I add the electrician after the master permit? The city won't issue the master permit until every subcontractor on the application is identified.
Do I still need an Ocala BTR? The city is deciding whether to eliminate it, with final action expected by the end of October 2026. Check the city's BTR page for the current rule.
License first
An Ocala contractor account requires a state license, unless you register as a specialty service. Each CILB construction license, including general contractor, solar and roofing, requires the Business and Finance exam. Prepare with our Florida Business and Finance Exam Prep.
