Hialeah, in Miami-Dade County, runs its own Building Department. The department enforces the Florida Building Code together with Miami-Dade County regulations, reviews permit applications, issues permits and certificates of occupancy, and performs inspections. A contractor working inside city limits registers with Hialeah directly.
Contractor registration checklist
Hialeah publishes two lists, one for state-licensed contractors and one for county-licensed contractors. The city notes that all information must be submitted at the time of registration.
| Document | State-licensed | County-licensed |
|---|---|---|
| License | Copy of state license | Certificate of Competency |
| General liability certificate (City of Hialeah as certificate holder) | Yes | Yes |
| Workers' comp certificate or exemption (City of Hialeah as holder) | Yes | Yes |
| Business tax receipt | From where your business is located | Miami-Dade County BTR |
| City of Hialeah municipal contractor's license (BTR) | Not listed | Yes |
| Qualifier's driver's license | Yes | Yes |
Both insurance lists name the City of Hialeah as certificate holder, so ask your agent to issue the certificates to the City of Hialeah, not to the county or a prior city.
The list is dated 2014. Florida's 2021 preemption law ended most local contractor licensing, so county Certificates of Competency are now limited. A state license is the safe route for new contractors.
Filing permits
Hialeah takes online permits through Tyler's Citizen Self Service (CSS). The applicant enters the job location, permit type and contacts, then uploads attachments as separate files. Owners and contractors who already have CSS accounts can be searched and added. Otherwise the city creates the contact from the application.
From the city's general permit requirements:
- Permit applications and owner affidavits are signed and notarized.
- Condominium work needs an association authorization letter signed by the president, notarized.
- For commercial property, a tenant applying for a permit needs a signed, notarized authorization letter from the owner or corporate president.
- Owner-builder permits on residential property require the owner to live at the property and show a Florida driver's license with that address.
Hialeah also offers phased (early start) permits under Florida Building Code Section 105.13. Construction starts before the full permit is issued, at the holder's own risk.
Business tax
Hialeah's Business Tax Division issues receipts for all businesses operating in the city. Commercial locations get a zoning and building review as part of the application. Receipts run October 1 through September 30. The city says applications must be submitted in person, not by mail. Miami-Dade County requires its own receipt too: businesses inside a municipality need both.
Hurricane code
Hialeah is in Miami-Dade, so it falls in the High-Velocity Hurricane Zone. Plan for HVHZ product approvals on openings and roofing.
