Deltona's Building Services Division handles permitting, plan review and inspections from City Hall, 2345 Providence Boulevard, Deltona, FL 32725 (386-878-8660, permitting@deltonafl.gov). Office hours are 8 a.m. to 5 p.m., with in-person service 8 a.m. to 4 p.m. The city is in Volusia County.
Who can apply for a permit
Per the city's FAQ:
- A licensed contractor or their authorized permit runner
- A property owner of a non-rented property that won't be sold or rented for a full year after final inspection (an owner-builder under F.S. 489.103)
Deltona checklists require the building permit application to list subcontractors for each trade. If any contractor is listed as "to be determined," you must file a new, completed application before the permit is issued. So line up your electrical, plumbing, mechanical and roofing subs before you submit.
New construction checklists
Deltona's 2024 checklists apply the FBC 2023 8th Edition, the 2020 NEC, and the 8th Edition Florida Fire Prevention Code. The city says incomplete or emailed applications are not accepted. For a new single-family home, the minimum items are:
| Item | Detail |
|---|---|
| Building permit application | Signed, listing subcontractors for each trade |
| Fees at submittal | $30.00 nonrefundable submittal fee plus plan review fee |
| Plans | One set, signed and sealed by a Florida registered architect or engineer |
| Truss engineering | Sealed, with layout, if applicable |
| Energy | Energy calculations with Manual J, D and S |
| Products | Door and window installation specs and Florida Product Approval |
| Site | Plot plan and sealed survey; city right-of-way use permit for the driveway; tree removal permit application |
Doing business with the office
The division has an online self-service portal to apply for, track and pay for permits (for permits submitted after July 16, 2019). It also has a virtual queue, so you can get in line up to 30 minutes before you arrive. Inspections are scheduled through the automated line, 386-575-6900, with the permit number and a three-digit inspection code.
Business tax: city only
To do business in Deltona you need a city-issued business tax receipt, even for a home-based business. Email the application and documents to BTax@deltonafl.gov, or file in person at City Hall, first floor, near the permitting windows (386-878-8560). State-regulated businesses get their state license first. Home-based businesses need a fire inspection.
The city's Business Tax Office page notes that Volusia County no longer issues BTRs. The county confirms it repealed its business tax ordinance effective January 1, 2024. Some older pages on the city site still say a county receipt is needed. The repeal controls.
FAQ
