Bay County, home to Panama City and Panama City Beach, runs a formal contractor registration program through its Building Safety Division. State certified and state registered contractors follow different forms and pay different fees. Here is how it works, based on Bay County's own pages.
Certified vs. registered in Bay County
A state certified contractor (license number starting with "C") passed the state exams and can contract anywhere in Florida without meeting local competency rules (F.S. 489.105). A state registered contractor (license number starting with "R") holds a local competency license and can contract only where that local license is recognized (F.S. 489.117).
Bay County treats the two groups differently:
| State certified | State registered | |
|---|---|---|
| County form | L01 State Certified Contractor Application | L09 State Registered Contractor Application and Reciprocity |
| Competency card | Not described as required | Bay County competency card, renewed each year |
| Fees | County page says registration fees apply to registered contractors | Initial registration $115 per state license; renewal $50 |
| Proof of competency | State certificate | Competency card and reciprocity letter from the sponsoring county with test scores |
Fees are as listed on Bay County's Contractor Licensing page at the time of our check. Confirm before paying.
Registering with Bay County
To register, Bay County asks for:
- The contractor application and forms submitted through the county's online registration
- Workers' compensation insurance or exemption, and general liability, with Bay County listed as certificate holder
- A copy of your Florida state license
- Form L03 authorization if anyone other than the license holder will pull permits
The L09 reciprocity form adds a requirement that trips people up: "ALL PAPERWORK MUST RECORD YOUR COMPANY NAME EXACTLY AS IT APPEARS ON YOUR STATE LICENSE." It cites F.S. 489.125 and Rule 61G4-15.003. The form says to allow 7 to 10 working days for processing.
Reciprocity for registered contractors
Bay County's ordinance sets minimum standards for accepting another county's competency card. The sponsoring jurisdiction's exam must have a passing grade of 75%, be an open-book objective exam given by a state-recognized independent testing agency, and the applicant must meet the experience criteria in F.S. 489.111(2) (or 489.511(2) for electrical). The Building Official decides which jurisdictions qualify and can terminate a registration granted on a deficient exam.
Competency card renewals for state registered contractors run September 1 to 30 each year, using form L02.
Business tax
The Bay County Tax Collector operates offices in Panama City and Panama City Beach. We could not find an official Bay County page describing local business tax receipt requirements for contractors, so ask the Tax Collector or your city before you open.
Coastal construction
Bay County is one of the Florida counties with a Coastal Construction Control Line (CCCL), according to the Florida Department of Environmental Protection. Work seaward of the CCCL on the Gulf beaches needs a DEP coastal construction permit in addition to the local building permit.
Cities in Bay County
Panama City (county seat), Panama City Beach, Lynn Haven, Callaway, Mexico Beach, Parker and Springfield.
State license guides
The county steps above come after the state license. For the state side, start with the Florida licensing hub and the trade guides: general contractor, roofing, HVAC, plumbing and electrical. Every CILB construction license, Division I or II, requires the Business and Finance exam: 120 questions, 6.5 hours, 70% to pass. Pearson VUE exam performance reports show a 56% first-time pass rate statewide for that exam in 2025.
Bay County FAQ
I am state certified. Do I still register with Bay County? Yes. Submit form L01 with your state license and insurance certificates naming Bay County as holder.
What is the Bay County competency card? A county card for state registered contractors. It is renewed each September.
Will Bay County accept my competency card from another county? Possibly, through reciprocity, if that county's exam met Bay County's standards, including a 75% passing grade.
Why was my registration rejected? A common reason is a company name that does not match the state license exactly.
Next step
A state certificate skips the competency card and reciprocity process entirely. It starts with the Business and Finance exam; our Florida Business and Finance Exam Prep is a focused way to pass it.
